Does Surprise require a cool-roof reflectivity test for re-roofing permits?

Yes. Surprise enforces the 2018 AECC Section C402.3 - minimum 0.65 initial solar reflectance per ASTM E1918 for low-slope commercial buildings above 2,000 sq ft at permit closeout. We include the reflectivity test in every Surprise commercial re-roofing closeout package as a standard deliverable.
